According to the provisions of Act 37/2006 of 9 August, these are the citizens who have a right to enter, remain and reside in Portugal:
- The Nationals of all European Union Member-States (EU) that travel or reside in Portugal, as well as their family members travelling or reunifying with them;
- The nationals of States party to the European Economic Area, Principality of Andorra and Switzerland, as well as their family members;
- The family members of Portuguese citizens regardless of their nationality.

What do I need to...
The Registration Certificate is the document that formalizes the right of residence in Portugal and must be applied for by any EU/EEA/Switzerland citizen that remains in Portugal for a period exceeding three months. If the period of stay is inferior to three months it only mandatory to hold a valid Identity Card or Passport.
The right of entry, permanence and residence in Portugal covers the citizens of the European Union (EU), of the European Economic Area (EEA), Principality of Andorra and of Switzerland, as well as their respective family members.
Who may apply?
All citizens from the European Union, Iceland, Liechtenstein, Norway and Switzerland.
Where can I apply?
Check for: The Local Council of your place of residence.
When can I apply?
Once the first three months of you entering the country are over, you have a period of 30 days during which you must apply for the Registration Certificate.
What do I need to apply?
Documents and Requirements:
1. A valid Identity Card / Passport;
2. A written Affidavit declaring that you have a Professional activity as a worker or as self-employed in Portugal; or An Affidavit, declaring that you have sufficient funds for you and for your family, and that you are covered by health insurance when the same applies to Portuguese citizens in your country of origin;
If you are a student:
3. An Affidavit declaring that you are enrolled in an officially recognised school either public or private, and documental evidence – by means of an Affidavit or by other means of proof of your choice - that you hold sufficient funds to support yourself and your family, that you are covered by health insurance when the same applies to Portuguese citizens in your country of origin.

4. Documental evidence that you depend upon the EU/EEA/Switzerland citizen that you are accompanying or reunifying with.
Other family members:
5. Document issued by the relevant authority of the country of origin or country of provenance, certifying that you depend upon the EU citizen, or that you live in co-habitation with him/her.
Or
Documental evidence that you suffer from serious illness, infirmity or handicap that require, at all costs, the personal assistance of the EU citizen.

What do I need to...
The Residence Card [Cartão de Residência] is the document that formalizes the right of residence in Portugal and must be applied for by third country family members of EU/EEA/Switzerland citizens that remain in Portugal for a period exceeding three months.
The right of entry, permanence and residence in Portugal covers the citizens of the European Union (EU), of the European Economic Area (EEA), Principality of Andorra and of Switzerland, as well as their respective family members. Family members of third country nationals, who reside abroad and intend to enter Portuguese Territory, must hold a valid passport and, some times, under the European Union Legislation are required to hold a visa. Consequently, before their trip they must go to a Portuguese consular post / consular mission with a view to be informed of the necessary requirements to enter national territory.
Who may apply?
Third-Country nationals who are family members of the European Union, Iceland, Liechtenstein, Norway, Principality of Andorra and Switzerland, of the following categories:
1. Spouse;
2. Relatives in the descending line under 21 years old;
3. Relatives in the descending line over 21 years old if under the custody of the rights holder;
4. Relatives in the ascending line if dependent of the rights holder.

When can I apply?
Once the first three months of you entering the country are over, you have a period of 30 days, during which you must apply for a residence card [Cartão de Residência].
What do I need to apply?
Documents and Requirements:
1. Scheduling in advance;
2. An identification document of the person you accompany or that you are regrouping with (Register Certificate, Residence Card or Identity card) [Certificado de Registo, Cartão de Residência ou Bilhete de Identidade];
3. Two passport-type photographs on a white back-ground;
4. Photocopies of all used pages of your valid and current passport;
5. Evidence of dependent family members (if applicable);
In case of married persons:
6. Full narrative birth certificate or marriage certificate. The birth or marriage certificate duly signed and stamped is valid with the apostille, under the Hague Convention of 5 October 1961 (Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), according to which “Each of the Contracting States shall waive the legalisation of acts to which this Convention applies, and shall produce its effects in their territory” (see article 2);
In case of persons living in partnership:
7. Birth certificates of both partners and documental evidence that they have been living in co-habitation for at least 2 years;
If you are a relative in the descending line:
8. Birth certificate;
9. Over 21 years old - school enrolment and other forms of evidence;
If you are a stepchild:
10. Birth certificate and residence card of the step-parent;
If you are a relative in the ascending line of the EU/EEA/Switzerland citizen:
11. Birth Certificate of the EU/EEA/Switzerland citizen;
12. If you are a relative in the ascending line (up to 65 years of age) - copy of the rights holder annual tax return (IRS); together with other evidence of your dependency (for example bank transfer slips to the country of origin, declaration issued by the authorities of the state of origin proving that you do not receive any pension or financial support);
If you are a relative in the ascending line of the husband / wife of the EU/EEA/Switzerland citizen:
13. Birth Certificate of the EU citizen’s spouse and residence card of the EU citizen’s spouse.
14. If you are a relative in the ascending line (up to 65 years of age) – copy of the rights holder annual tax return (IRS) indicating dependents); together with other evidence of your dependency (for example bank transfer slips to the country of origin, declaration issued by the authorities of the state of origin proving that you do not receive any pension or other form of financial support);

5. Documental evidence that the family link that grounded the emission of the preceding Residence Card still exists or if the same lasted for a period of 5 years – for example updated marriage certificate and respective photocopy.
In case of family link by way of non-marital partnership:
6. Documental evidence that the family link that grounded the emission of the preceding Residence Card still exists or if the same lasted for a period of 5 years – for example, copy of joint tax return (Declaração de IRS), joint bank accounts, or other documents that may prove the uphold of the non-marital partnership, together with photocopy (ies) of such document (s);
In case you have changed your address:
7. Documental evidence of change of address – for example, an Attestation of Residence issued by the local parish (Atestado de Residência da Junta de Freguesia), Final Deeds of Purchase (Escritura de Compra e venda), or Property lease contract (Contrato de Arrendamento), together with the respective photocopy.
