João Almeida, the Secretary of State for Internal Affairs and Krum Garkov, the Executive Directive of eu-LISA, attended, on March 15, at Lisbon’s Airport, the starting of the pilot tests of the European Project “Smart Borders”. The choice of the Lisbon area’s border post reflects an acknowledgment to the commitment that has been taken by the Immigration and Borders Service towards technology and innovation.

The tests that started in Lisbon will also take place at Frankfurt, Charles De Gaulle, Barajas and Schipol airports from March to September 2015, based on the voluntary participation of national and third-country passengers.

The European Commission, at the request of the Member States, requested eu-LISA (European Agency for the operational management of large-scale IT systems in the area of Justice and Internal Affairs) to select a set of air, sea and land borders in order to carry out tests under the “smart borders” package.

This package comprises a European record of third-country nationals’ entries and departures, containing biometric data and a Registered Travellers Programme, also for third-country nationals, which enables them to use automatic borders – in the Portuguese case RAPID electronic borders.

The project aims at reducing delays at border crossing points and penalising those who do not comply with the rights of stay, as well as increasing security at border checks, thus contributing to make Europe an increasingly attractive, welcoming and safe destination.
